Officers can break 3.21 if they're in pursuit of someone. They are allowed to use reasonable force to bring the suspect to a stop, which justifies their use of the night stick. However, them shooting is obviously breaking law 11.11. The only thing that needs doing is a talk to the offenders which Daymon will be doing.
