11.6 - Right to Restrict Entry to Public Places and Private Properties: Under certain circumstances, LEOs may restrict access to both Public Places and Private Property; this should only be done during situations where the civilian lives may be at risk (for example, during a Police raid, during a building fire, etc).
As this law states, if there is a high speed pursuit in progress that is risking lives of civilians then police may restrict a section of the highway where applicable to put an end to the risk.
