Suggestion Title: Clinic in the business sector

I think people would benefit from having a small health clinic in the business sector.
Location:
The clinic would be at one of the side business shop (see useful images).
Function:
- Restoring health
Health will be restored fully, at a price. This can be either $1000 (like the hospital) or $2500/$5000 for example. This might incentivise going to the hospital or calling EMS instead.
- Resetting genes
Genes can be reset, just like at the hospital. Once again, this can cost the same as at the hospital, or maybe more. Also incentivising going to the main hospital.
Optional:
- Fixing broken legs
Let me know your thoughts on this. Would fixing broken legs be too much? People trip in the bazaar, get shot at Tidals or fall down the sewers somewhere else. Broken legs can happen all the time. Calling EMS or going to the Hospital from Business is very time consuming and annoying. Getting your legs fixed at the clinic would be nice. This would ofcourse be at either the same price, or higher. However, this might make the small clinic too 'OP'. Let me know what you think.
Differences:
- You cannot become an EMS there.
- There is no emergency room.
(- No broken leg fixes???)

Why should this be added?:
- Less time wasted (travelling or waiting for EMS)
- Less annoyance
- EMS doesn't have to respond to every single minor incident. Making them free to prioritise bigger incidents.
What negatives could this have?:
- Less visits to the main hospital.
- Less work for EMS at low pop
What problem would this suggestion solve?: - Needing to go to the city to get your genes switched ('crafting genes' vary from 'raiding genes')
- Needing to go to the city to get your health back (or legs fixed).
- Needing to call a medic and then waiting a year for one.
