The ratio of players who want to use it seriously to get out of a punishment vs the people who want to use it to get people out of punishments is low.This would mean that you won’t be sitting in jail and the court system can exist for folks that want to use it.

that’s actully not a bad idea. Identured servitudeIf a court system exists it should be to appeal a citation, in exchange for a different punishment. This could be handled by players but the job would work far better as just an NPC in city hall who would allow you to pay off a citation through jailtime or forced civil service jobs (roadcrew, medic, fireman).
