An idea could be to have a court system for civil matters?

This would mean that you won’t be sitting in jail and the court system can exist for folks that want to use it.

For example you got scammed out out 15k by someone? Better call Saul

Someome nicked your car and totalled it? Sue them in court for the cost of repairs + other damages.

A cop searched you unlawfully? Sue the PD

So In short.

Jail exists and remains as the current system.

But civil court exsists so victims can get some recourse

Civil matters are better resolved down the barrel of a 12 gauge sawed off.

The ratio of players who want to use it seriously to get out of a punishment vs the people who want to use it to get people out of punishments is low.

For example you got scammed out out 15k by someone? Better call Saul
Saul better be the nickname for the sawed off shotgun previously mentioned by myself, otherwise having players decide on the outcome of a scam leaves so much room for bias and half arsing.

Someome nicked your car and totalled it? Sue them in court for the cost of repairs + other damages.
Or use the aforementioned sawed off shotgun to force reparations, really speeds up the process.

A cop searched you unlawfully? Sue the PD
IA, or sawed off shotgun. It works.

If a court system exists it should be to appeal a citation, in exchange for a different punishment. This could be handled by players but the job would work far better as just an NPC in city hall who would allow you to pay off a citation through jailtime or forced civil service jobs (roadcrew, medic, fireman).
