Short Explanation
Crosshair on the camera tool.

Detailed Description
It's very difficult to actually get a speed reading with the camera as you can't get a precise enough aim on the vehicle without spamming and ending up with endless screenshots. Also, with the new traffic enforcement job it'll be used a lot and this little feature will make it x10 easier.
