Suggestion Title: Disallow people entering the car, whilst it's being clamped.
Suggestion Description: Prevent people from getting in their car whilst a car is being clamped.
Why should this be added?:
- QoL
- unrealistic for people to drive off whilst a clamp is being added.
What negatives could this have?:
