Suggestion Title: Cpl+ can clamp gov cars
Suggestion Description: Make it so cpl+ can clamp gov cars.

At the moment, if there is no RC on, you cannot get rid of taxis, cop cars etc.

This would allow us to impound abandoned gov vehicles when no RC

Why should this be added?:
-Clear roads

What negatives could this have?:
-another cop update before aloo gets org reward

What problem would this suggestion solve?: -hazards

Or simply allow corporal to unlock pd vehicles, like sergeants already do.

If all corporals get wheel clamps for gov vehicles, why shouldn't they get to impound all vehicles. I don't like this as it invalidates Traffic officers.

Or beat the shit out of the gov vehicle with a night stick and then remove it with a ticket book.

Honestly, fucking please. When I'm trying to clean a scene and there's like 8 abandoned dodge chargers sitting in the middle of the road and I can't move them because they turned the engine off, it's just actual pain.
