Suggestion Title: Don’t insta-deny duplicate suggestions
Suggestion Description: Inspired by a post by someone in the goyslop forum post regarding state of perp. A suggestion made in 2024 (or even earlier) is very likely to be denied because it is a duplicate from many years ago when PERP was in a completely different state. I’m not saying we should give every duplicate suggestion the time of day because some are genuinely terrible suggestions. However, I think if it has been over a year(ish) since that suggestion was denied, it should be open to discussion again rather than 30 people copy and paste the old suggestion and say “duplicate delete this”.
Some suggestions also get lost in the slop and have been open for well over a year, an ability to “repost” these to some extent to get more community feedback etc would introduce some potentially great ideas we’ve missed before.

Why should this be added?:
- Previous suggestions may be good in current PERP
- Stops people feeling good about themselves when they can insta link an old suggestion from 2017

What negatives could this have?:
- Malek can post more terrible suggestions
- May be “abused”, reposting suggestions that will never be accepted under the new leniency 1 year+ period.
- Someone has to read through all the new suggestions and that is a ballache

What problem would this suggestion solve?: - Stop forum post goysloppers who say “no point making suggestions I’ve made before because they’ll get denied for being duplicates”
 
You can still make a suggestion that was made ages ago, even if some fuck ass kid begins typing "oohhh duplicate"
and sends links and shit it's still not their decision wether the suggestion gets denied or accepted, so in my humble opinion.
Pack it in, let them be so they can feel good as much as they want, but yes, it is annoying as fuck they do it on all suggestions.

Clarity from devs would be good here to know to what extent suggestions are denied based on duplication or whether that’s just became a phrase people accept on Perp that in reality isn’t true.
Also, there is 100% going to be a bias that if you open a suggestion thread and see the top post being “this is a duplicate” you lose interest and don’t read because you pre-determine it as already denied.
The removal of this will allow discussions to flow better, maybe an addition to this suggestion would be a forum rule in place to prevent people posting this on suggestions.
It takes a majority of motion out of the suggestion in turn making it a borderline waste to post

Yes I would definently make a rule suggestion instead, this is a community issue as it happens on nearly every suggestion.
A rule stating that this would not be allowed would be lovely as yes, people lose interest, it's like opening a book with no pages.

Community suggestion should work for two parts, gets dev response on what currently happens regarding it, which can lead to rule implementation.
 
The only duplicate suggestions the devs are instantly denying are the ones we have made it clear time and time again that we are never doing.

I obviously cannot speak for any threads closed by staff before we see them.

Perhaps closing/denying these threads should only be dealt with by server development/owners rather than staff members?
There are many duplicate suggestions with threads still open/never replied to in archive

The archive contains suggestions from before V6 when we started fresh. That's a separate thing.

Ah right I see, maybe the implementation then needed is to have a rule for the community that they cannot post that it’s a duplicate thread and link the old denied one?

This in turn should stop staff prematurely closing threads because they’ve seen it is a duplicate
