Suggestion Title: Elcan sight revised and made craftable
Suggestion Description: The idea here is to:
- Add the unobtainable Elcan sight as a craftable item.
- Rework the model so it looks cleaner
- Rework the reticle so it looks cleaner
- Give it the same functionality as the ACOG in terms of making the top sight usable.

The elcan could work as a cheaper, less zoomed alternative to the ACOG. It’s lower zoom could offer the following advantages:
- making snipers such as the M24 more usable at closer range.
- Could have the ability to be mounted onto some SMGs that the ACOG looks too silly on such as the MP7 and MP5K.

Possible crafting recipes can be anything but it should be:
- Lower cost than the ACOG
- More expensive than the Eotech 552.

Why should this be added?:
- More attachments.
- The item already exists, meaning the size of the content packs wouldn’t really change except to redo the model.

What negatives could this have?:
- elcan owners lose a rare item? (Compensation is easy and non-intrusive for the economy though).
