Fire Extinguisher buff

Description of the idea:
Buffing the fire extinguisher would help in many situations when you're on duty as a cop. Currently using the fire extinguisher only puts out 3/4 little flames. When a fire appears for "reasons" it would be helpful if a citizen/cops could take down the fire without having to wait until someone goes on duty to be a firefighter. Note that the buff would be able to extinguish some fires but not all. As a firefighter is still a useful job.

Why should this be added? (pros):

1. More roleplaying for the server instead of admins extinguishing the fire.
2. Making the fire extinguisher actually worth using

What negatives could this have? (cons):

1. A firefighter could become less useful.

I’ve been in situations where it’s been incredibly difficult to get rid of a small fire for no apparent reason, whether it is intended or not this is something that should be looked into.

The fire extinguisher is used for small fires. As it stands it already suffices enough in terms of dealing with fires. The firefighter job as is already has limited usage and buffing fire extinguishers will only further invalidate the job.
