[Forums] Not all new thread posts and replies are shown in the shoutbox

Description of the bug: New thread posts and replies on those threads do not show up in the shoutbox. This seems to be a problem within the Videos & Pictures and the Off-Topic section, other sections like Organisations, Ban Appeals/Disputes, Action Requests and others show up fine.

How to reproduce the bug: Post something in Videos & Pictures/Off-Topic and observe the shoutbox.
