Government employee demotion tweak


Short explanation (in notes):
Any government employee must be demoted in the lieutenant's office. Remote demotion is very unrealistic

The lieutenant the officer/government employee may not leave the office until they are done. This means they may not leave to fight a bank robbery (long way) but can quickly step outside the PD (short way to travel back) to help fighting against crime


Detailed description (why should it become added/...):
The current demotion system is extremely unrealistic and should be tweaked to only be able to demote a government employee only in the office of either LT or Mayor. A government employee may also be demoted if the employee is infront of the Lieutenant or Mayor



Optional additions:

One think I think could be added is that when demoted people do not teleport to the cityhall, and if they need to be arrested after a demotion officers have to rush to the city hall. They should just lose the job and stay where they are.

As long as officers can be placed under arrest and taken to the office as you said, this would be a great idea, and make demotion a bit more realistic than just pressing a button on the F3 menu.

Positive things
It makes being demoted more realistic.
You can have a conversation about why you're being demoted.

Negative things
Some officers won't come to your office if you ask, than you can't demote them. (An arrival timer perhaps?)
It would take some time to demote. (You're busy talking, when suddenly, a wild bank robbery occurs! So the lieutenant just demotes the guy and runs off ruining the RP for both.)

Regarding police officers that refuse to go to the Lieutenant's office, they can demote them while they're on the streets. And if they're breaking rules, just report them to the staff team and we'll demote them and handle any problems with the offender.
