It very much is, I have 80 marksman and I shoot 7 bullets before it goes all the way up.

Without any barrel attachments I can keep around 7 rounds on target before recoil kicks in, with a suppressor that goes up to like 10 and with a comp I can get through about 20 rounds on a still target before I have to reaim.
