So everytime it rains this happens and it fucks my game. pls help

Did you restart it?

Since you have an AMD card, did you install these drivers? should (hopefully) fix your problems, just restart after installation.

Edit:
Might've found a fix.Change from DirectX11 to DirectX10.1 in the settings.Its apparently a known problem, here is a another screenshot of it.
