Help Booth/FAQ NPC/F1 Tab

Main Idea: Add a F1 tab or NPC that displays you help resources that several community members wrote back in February 2019 as part of the help.perpheads.com project.

Full description of the idea: Simple, use the resources we created into a F1 tab or a NPC, alternatively it would be a good idea to display the resource to new players when they first join the server. Depending on how you implement it you might need to use MarkDown.

Why should it be added?: Provides new players a source of help and information.

Pros:
Guidance for new players.
Make use of already written resource that might only need small updating/rewrite due to server updates since February 2019.

Cons: None?

A help resource will be completed before the end of the month, most of the code is done I just need content. I'll use some of the guides people had previously sent to me as a start, I'll select moderators to add and manage this help resource. You'll also be able to access this resource from the F1 menu in-game.
