That statement is incorrect, you can in fact shoot from vehicles.
Step 1: Obtain an F100
Step 2: Obtain a friend with a firearm. This can vary from the standard handgun to the more heavier aspects of the PERP arsenal.
Step 3: Get your buddy to stand in the back of the F100
Step 4: Drive about with cruise control set to 15 MPH. This will make sure you friend doesn't die when you go around corners or at the vehicle's top speed.
