Concept V1
Is this a new law or a change to a current law: New

What law do you wish to change/add:
2.8 Going Equipped
It is an offence if it is believed by a Law Enforcement Officer that you have any paraphernalia or equipment which is likely about to be used or has been used in an illegal activity.

Why should this change/addition be made: There is a similar law IRL and think this would be a lovely addition as there have been times where I know someone has done something dodgy as fuck like used a bobby pin to break in or use a plant pot with the intention to grow weed in it.

What is the aim of this change/addition: Basically to make bongs illegal as it is a piece of equipment used for smoking cannabis.

Concept V2
What law do you wish to change/add:
11.15 Right to Seize
Law Enforcement Officers may seize an item(s) if it was found to be used in an illegal manner and such evidence can prove so or is an item as defined under section 2.0 as an illegal item. This also includes any paraphernalia which includes but is not limited to the following: specialist equipment used to smoke substances such as cannabis, crowbars and other items which are likely to be used to gain entry to a property unlawfully, LEO's may only seize such paraphernalia so long as the circumstances point to the obvious unlawful intention to use the item(s).

Here is a quote from the Theft Act 1968 which gave me the idea for this law reform thread.

And as stated in the misuse of drugs act 1971 it is also illegal to own a bong for Marijuana ingestion. The following is a screenshot of examples of drug paraphernalia:

Denied, currently the current tools used for breaking and entering are bobbie pins and lockpicks (crowbars). Bobbie pins are legal as they are a hair styling product UNLESS USED IN A CRIME and crowbars are an offensive weapon.
