"Library Folder Not Writable"?

So I downloaded a custom spawnlist I had on my old laptop that worked, but it didn't so I deleted the settings folder, same way I did it before, only this time, gmod gives me the "library folder not writable" error. I don't know how to fix, please help.

Edit: Uninstalled gmod, can't even install it. Please help me
Edit2: Can't uncheck read only, can't get admin privilegges

Sounds like your folder is corrupted run a defrag and check your files.

Is anything else working/installing?

I think your files infected (or your windows) and steam cannot have permission to write/read files from steam folder. (Probably)

Had to restart a few times after un installing, and that just fixed it. Hell, it even saved my addons
