Why Should This Player Be Punished: First of all as you can see he disconnected while being unconcious , making us not being able to actually fully kill him or take his weapons. (3.20)
He might have also stored his weapons in his car but i do not fully know this for that we will need his demo's or logs. I don't think he did, but he had some time to do so. Possible 3.4 because he randomly drove up as you can see at the harbour lane and opened fire on Dom, I believe Dom had done nothing to him so far which gives Luke no reason to open fire on him.
Also at the time of when this happend it was about 3:30 am. So there where not much players on so we could've easily grabbed his guns.
