Suggestion Title: Make the city hall big library window penetrable.
Suggestion Description: The big outside window of the city hall library is currently bulletproof, me and Dom were trying to shoot each other through it but it was impossible.

Why should this be added?:
- Logic/Realism
- More interesting shootouts at the city hall

What negatives could this have?:
- less spots in the city hall to be safe from outside shooters?

It's a pretty dastardly angle to hold though during a PD raid. IIRC, City hall is being reworked anyways, so this potentially won't be an issue soon, but do not use this statement as any valid devnote.

The window here should just be made opaque imo.
