Martial Law/State of Emergency

Short explanation (in notes):
- Mayor only
- Sets Police model to a National Guard or Soldier and armed with anything else than the M9 or Glock - He might be armed with an M16, Famas, or MP5, but without the full auto feature to prevent them from being too OP.
- Can only be activated if cop spaces are full.
- Cop cars replaced with Humvee's or Jeeps, or something Military.
- The ability to use lethal force if required.

Detailed description (why should it become added/...):

"Martial law is usually imposed temporarily when the government or civilian authorities fail to function effectively (e.g., maintain order and security, or provide essential services). In full-scale martial law, the highest-ranking military officer would take over, or be installed, as the military governor or as head of the government, thus removing all power from the previous executive, legislative, and judicial branches of government.[1]" - Wikipedia.

I think the option for a Martial Law would really brighten up the RP, and should be activated as a last resort. For example: a big load of armed people become a huge threat to the national security of Paralake, it should be activated, or if the Mayor is dead and there is still fighting in the streets after some riot or something, it should be activated. It would be realistic as it has happened in real-life. For example: the LA Riots, martial law was in place after it to prevent anything really bad from happening. During Martial Law, the soldiers have the right to use lethal force when necessary, similar to the police, but a little more brutal - but not too brutal. As expected, they need to provide a valid reason for using this lethal force against threats/suspects.

Upon activation of Martial Law, there should be a notification saying "Martial Law has been activated, comply within or face consequences" or something like that along with an air raid siren of some sort.

After having a quick browse through the Workshop, I have found some models that prove adequate enough for this. Rusty's National Guard
(http://steamcommunity.com/sharedfiles/filedetails/?id=108739837) models seem to fit with the current player models with the server as they are pretty much Citizen reskins. The model's should use the webbing bodygroup in my opinion.
The Secret Service should remain unchanged in my opinion, as they are still the mayor's bodyguards, but the Army should out-rank them.


Another good thing to have if they are to be added is the ability to set up sandbags and fortifications. Upon searching the workshop yet again, I have found a few good models which could be used, similar to the barriers and cones the police have. This will make checkpoints better and probably more enforced.

On radio's their names should be by ranks - those with the shorter play time should be Privates, when those with a higher play time on the server should be Private First Class, Corporal, Sergeant, Specialist etc. This would be a great addition as the one's who are newer to the server can be bossed around by the more experienced players who would simulate officers. Note - the Lt. will always be an NCO like Lieutenant, General, Colonel, Brigadier, etc. - but still depending on their play time. Upon the martial law being activated, a pop-up notification will say "You are now [rank] Thomas George" - let's just say i've got a 2 day play time, I would be "PVT. Thomas George". On the radios the names would be green, as you'd expect for military. So if someone were to say through the radio something it would be like the Government radio names, so it would be like [Military] [rank] "firstname secondname".

Also, I think that if this were to be added, the Lieutenant's model should be changed to an Army officer model seeing as they're in-charge of this operation. His equipment should be the same as the Lt., but armed with a 1911, opposed to the Beretta or Glock seeing as the 1911 is more of a symbolic military pistol compared to the Beretta because of it's service length being nearly 80 years IRL.

Yet another good thing to add would be a helicopter or something similar to transport soldiers to different locations. As soon as it is activated the soldiers should arrive by helicopter or a truck that spawns outside the PD or Cityhall, or maybe even the docks - although this idea sounds more like some sort of invasion event - I'm not entirely sure how it would play out.

Seeing as this can be easily abused, there should be a valid reason for activating this - the example I stated above is a good reason, another could be terrorism or something of the sort. If they do not provide a valid reason, the Martial Law will be rejected and the cops will remain police.

Optional additions:
- Has a timer to prevent minge - the mayor can't activated as soon as he comes the mayor, and as soon as it is over, there is a 30 minute cool down or something.
- Must provide a valid reason for activating martial law. - a text box should be provided and logged for admin investigations incase of abuse.
- Would make the RP more realistic.
- If they were to be armored, to have the same armor as standard Officer to prevent being OP.
- Same arresting equipment as cops, seeing as martial law is pretty much army cops.
- no tanks because OP cannons and seems a little bit over the top imo.
- Monorail should be out of service during this time.
-Citizens to remain in-doors, or in designated zones set up by the military for isolation.

Interesting idea indeed but in all my time playing as police (Which is a blooming lot) I've only came across a 'riot' scenario twice. Both in evo city and even one of them was for the zombie Halloween event. Don't get me wrong it would be cool as heck to see this, but there's virtually no events which would require the National Guard. SWAT alone find it a rarity to be dispatched to situations, can you imagine it with the army?. Helicopters would be a crashing lag fest. I would +Support if we had more excuses for using the NG but we don't.

So for now -Neutral, sliding to a -support merely because its a lot to implement and isn't really a city rp feature

As LT I intiated one, was kinda creepy with no one on the streets as we had 2 mass murderers on the loose (18 kills) and it was handled fine this is too excessive.

I think this is a great Idea, if I am honest during the hours of my one week play time in the server I have never been Mayor (I know right?), so I am not sure how the mayor system work, but so far I would give this a +Support. Because I think this would be really great to see, but may be very difficult to make. One thing though, this is overly excessive and may be very difficult to create.

And I have never once seen a massive citywide riot, it is only ever a small group of people who are actually angry with the mayor, so I don't see any practical purpose to this idea. Plus why would they need heavy weapons? Are they planning on shooting their own fellow citizens?

A simple question that comes to my mind is... How? All this idea encourages is get big gun, shoot other people, no sense of actually trying to restore any sort of peace. If people are angry with the mayor, perhaps you should actually try to discuss with the mayor or appoint a person to discuss with the mayor what the problem you're having is than automatically assuming violence is the answer for either side. Not to get lovey dovey about this, but really, I rarely encounter times in which a person is trying to actually negotiate a deal with the mayor as to what would be reasonable for both sides.

And your quote about martial law is entirely out of place and construed. Martial law is only put into place when an entire government has collapsed, which never happens in Paralake, and if it did, then the mayor would've had to break some serious rules.

To me, all it sounds like you're trying to do is turn the entire city into one large deathmatch gamemode with this idea. I can't say whether this was intended or not, but it definitely is the end result. So I personally have no interest in this.
