If I had to guess, I'd say either a large-scale merchant/trader (aka. someone that sells/buys lots of goods, or expensive niche goods); or the tyrannical president with high taxes, but be careful - taxes too high may lead to someone trying to assassinate you!

In terms of NPC jobs, my guess is Medic if there are no other medics on, otherwise ranking up in the PD is very good money.
If you don't mind doing stuff as a civvie, Taking large crafting orders from organisations and growing in a house while making them is very good.
Bazaar shops can also be good, but it is very dependant on the day, time and which shop you get, as well as the potential competition. Without any good competitors, you can easily overprice your wares by several thousands and people will still buy it, because there are no alternatives and people are impatient - however before you start making good money off it, you need to get higher in Firearms level and dedicate a lot of time to crafting, buying materials and restocking your shop. In my mind, it's no longer worth it for me, since people have become such cheap-asses and people are underpricing all their shit, being willing to gain like 10k profit for an hour of crafting - you could easily make 6 - 7 times that amount by using an ideal drug combination.
