Suggestion Title: Re-Add Stall on HEAVY collision
Suggestion Description: Back in the day you would stall on heavy collision, i mean screen goes red and the car would bounce back kind. This was removed at some point and it feels lacking. The server used to lag so bad you'd get random 200 ping spikes and controls lock and hit a wall, this is no longer the case (Thank you Freddy and other coders).

I would recommend we add this again. However make sure its heavy collisions only as not to annoy people or piss them off. We have to many people driving super fast without consequences, why not add one back?

THIS IS HEAVY COLLISIONS ONLY, NOT LIGHT ONES. YOU WILL NOT STALL BEING BUMPED AT A STOPLIGHT OR TAPPING WALL LIGHTLY.

Why should this be added?:
- Chases can end without gunfire, spikes, or death from collision. As it stands there is no hitting a pole mid chase and stalling you just bounce off and keep going.
- COULD encourage people to drive better as they will have consequences for their actions.
- Roadcrew repair tows will be needed more due to stalling.

What negatives could this have?:
- Annoyance
- With the repair update this can cripple people.
- Lag while rare can cause problems.

Nope. The only time they stall is when they are destroyed.

This was always annoying to encounter and it takes long enough to start the engine back up again when its damaged.

Well dont crash your car then, report car accidents, and etc. You're correct in that its annoying but thats the point. As it stands there are no consequences for driving fast other than death which clears you of consequences. Theres rules but thats it really. No driving fast and hitting tree other than less power.

Don't pin this on the driver, what about the donkies that drive on the wrong side? Why should one be punished for another's stupidity with a feature that was so obnoxious? And there is already a consequence, you tier your car and have to spend money to get it repaired by RC & Veikko.

You're forced to wait five minutes, apply one wrench, wait another six seconds, apply another, wait six seconds, apply another, wait six seconds, apply another, wait six seconds, apply another, wait six seconds, then apply the last one because you're only level 31 repair skill. Then realize you can't fully fix your car because roadcrew is in service, so you call them, wait up to 5 minutes depending on server load, pay for service, fix car, THEN drive off.

This just creates more frustration, despite making some degree of sense. Maybe reduce the time after a crash that you're allowed to repair the car from 5 minutes to 2 minutes and 30 seconds, then reduce repair delay from 6 seconds to 2.5 seconds, THEN think about adding another nuisance to vehicle maintenance.

Before when we had stalling upon crash, there was no such thing as engine damage affecting the engine starts. Now we have that and I believe stalling was removed to balance the engine damage affecting the engine starts?

Stalling upon crash was not a problem before since you could start your car after one tap no matter what and now we have that damage affecting to engine starts thing and this is gonna be huge cancer for people who constantly crash their cars just because they can't drive.

There was engine damage back then. Infact i remember one scenario where a guy was bumped and stalled at a light and had to call roadcrew and police had to direct traffic around him, it was a fun mini rp scenario and accurate to irl.
