Re add the /me command on the shoutbox

Main idea: title

Description: /me was removed a while ago from the shoutbox, but I don't know why! It's a fun command for situational uses and doesn't cause harm. If you say it was because of the fake replies you could make, you can easily identify the fake as it will have the quote option, plus I never heard anyone doing it with a malicious intent.

Pros: we can roleplay on the shoutbox!
