Description of the idea: Remove the cool down to shoutbox messages or lower it from 10 seconds.
Why should this be added? (pros): Why was it removed first of all, and a pro is that i don't have to wait 10 seconds especially if i'm talking to two different people.
What negatives could this have? (cons): @Samuel could break the forums
if this gets suggested also remove the pd website and restore the pd back to 2013
