Revert tickrate changes

Description of the idea:

Reverting tickrate changes - was changed from 20 to 32 iirc - if wrong feel free to correct me.

Why should this be added? (pros): [description/list of good aspects]

The hit registration has felt significantly worse ever since the tickrate has been changed, and it borders on unplayable at times when trying to aim for heads - on numerous occasions shots have simply gone through people's heads.

What negatives could this have? (cons):

There could be unforeseeable performance impacts & many weapon adjustments which occurred to counteract the tickrate changes will need to be reverted.

*Other additions:

This clip in particular could be argued as being down to the binocular animations, however that's still an issue in its own right which should be fixed & the hit registration just feels terrible regardless.

According to @Fredy it was changed because @Bolli complained that it caused lag, perhaps he was joking but I doubt it.

If that is the case then I see no reason to not return as the reports of "increased lag" are false.
