Is this a new law or a change to a current law: Change

What law do you wish to change/add: 12.14 Right of Way - Completely redefine it

Right of way is a rather complex law comparatively so let me just try my best to explain it. (Most of you who have driven before will know how it works I imagine but not everyone here has)

When approaching any intersection, a vehicle making a left turn shall yield right of way to a vehicle coming from the opposite direction making a right turn, or going straight.

When approaching an intersection with a stop sign, vehicles will take turns going on all sides one by one in a clockwise motion, beginning with the first vehicle to come to a complete stop at the intersection.

(Please help me in writing this down if there is more detail or anything is wrong as I"m not great at explaining the complex intricacies of legal terminology on forum posts)

Increase the maximum fine to $3500 and a max 3 years sentence as failure to yield right of way causes frequent collisions and traffic jams at the highway intersection, or collisions at stop signs.

Why should this change/addition be made: The current right of way thing is completely illogical, unrealistic and confusing. It says "Right of way should be yielded to vehicles approaching from the right" Now that's all well and dandy but what if they're across the street from you and making a left turn? Who gets right of way then? I'll give you a hint, they crash into each other at the intersection.

Right of way does not literally mean RIGHT of way

What is the aim of this change/addition:
-Match actual laws more closely
-Stop accidents from happening
-Provide clearer definition for a law
-Increase penalty to discourage breaking the law or "Hustling" to make a turn first

I completely agree. I can’t even tell you how many times I’ve had to explain to a european(nothing bad meant by this) what the right of way law is as I’d imagine it’s much more common on american roadways. I think this an excellent law to be enforced but it lacks a proper definition of how it should be followed. @ayjay ツ is there anyway we could ask some Americans(Garret maybe) if they would be willing to make a form of video demonstrating how the law should be followed?
 
I completely agree. If we want american laws, why not make it legal to turn right at red lights?
No one wants barbaric American laws on our server

And you haven't even scratched the surface of right of way laws

we have right of way in Europe as well. Most Europeans actually understand what right of way is, just those that haven't driven or just don't understand much regarding it that has issues with it. But the majority of us actually knows what it is ;)

However, i really like your idea regarding making a video explaining how it works, that would probably help a lot of younger lads out regarding the right of way.

What you need to remember is that the majority of players in this community don't drive so it won't come naturally.
Whereas if you do drive it's common knowledge to give way to the right and give way to oncoming crossing traffic before turning right at a crossroad (In the UK, of course it's the mirror for american driving).
I've never even looked at the law because driving is something I do every day of my life.

I agree that the law could be done with some improvement and further clarification but a simple line of addition stating that "oncoming traffic has priority over left turning vehicles" would suffice and in my opinion adding all this, as you say, "complex intricacies of legal terminology " isn't needed and is overly complicated.

We're not trying to teach people how to drive :).

Right of way explained in a very basic way that could be made into diagrams. (This may differ where you are but this is how it works where I am)

When approaching an intersection, where you have a yield sign: You must allow opposing traffic to go ahead of you. If there is no opposing traffic, you do not have to stop.

When approaching an intersection with a stop sign: The first vehicle to arrive gets to go first, all consecutive vehicles will go in a counter-clockwise order, all vehicles must come to a FULL STOP before they can go, regardless of whether it is their turn.

When approaching an intersection with a stop light, if you are going left: You must yield right-of-way to oncoming traffic, and wait for them to safely pass.

When making a left turn on a road that does not have any signage: You must slow down before approaching the turn, however if there is no oncoming traffic, you may turn without stopping.

If an emergency vehicle is approaching you with lights & siren on on a standard road: You MUST pull over to the rightmost side of the road, and come to a full stop. Regardless of whether you have space to continue forward, to ensure all passing vehicles safe clearance.

If an emergency vehicle with lights & siren is blocked by your vehicle at a red light, due to the lane next to you being blocked, you MUST drive through the red light cautiously, and as safely as possible, then pull to the rightmost side of the road and stop.

At least in russia it's simple: give way to the car on your right when at a junction, and I think that's also how it works in europe

And if you come to an intersection at the same time as someone oncoming, you are going left and they are going straight, who has right of way?

If you are going left and they are going straight on, that would mean they would end up on your right side. Therefor the person making the left turn will have to give right of way

Took me a second there but I got it. The person who will be on your right during the maneuver, not who is on your right when you pull up to the intersection at first. Am I correct?

Here car A must yeild to car B because it crosses its direction. In Sweden this is called the "turning rule", but it is basically "priority to the right" but whilst making a left hand turn. This is despite A having a green light, which B will likely also have.

we have a different right of way, in for example the intersection which is connected to the highway Norway nor Sweden's right of way would be put in place
 
In the UK - if you're approaching an intersection that's not sign posted then no one has right of way, you're expected to look at the other driver and work out between you what's happening. That being said, it's very rare in the UK to get un-signposted intersections.

However we also love mini roundabouts which applies what Alabin is saying.
(Although most mini roundabouts are treated as plain box junctions anyway by yobos like @Dukeburger818 and @DannyD ).

Just give way to the right, simple as. If you're approaching and someone is approaching straight ahead from you and they are turning right then you have to wait for them as they will be coming round on your right.

But going back to the original intention of this post. You can see how much discussion and debating it's taking just to get a solid line in place about right of way - let alone explaining it to members who don't have knowledge of road codes.
In my personal and humble opinion, 'give way to the right' [paraphrase] is sufficient enough for our community.
 
I think a few simple diagrams to put in the PLPC would be fantastic if anyone wants to draw a few up and submit them to PLPD. I think that's the best way this can all go
