Suggestion Title: RTU Wrenches
Suggestion Description: Give RTU maybe 5 wrenches or so when they go on duty to be able to somewhat repair vehicles when there is no roadcrew on duty or when roadcrew is taking 3-5 working days to get to a RTC.

Why should this be added?:
Sometimes it's just easier and better for civilians who tier their cars at no fault of their own to have their vehicle repaired instead of impounded, especially when its in a dangerous area such as the highway.
Roadcrew take 3-5 business days to get to a scene sometimes which is a lot more dangerous for other road users and police on scene, no one usually gives a fuck about warning cones or the slow down sign.

What negatives could this have?:
It could cause roadcrew to be made redundant where RTU repair cars instead of relying on roadcrew.

What problem would this suggestion solve?: Sometimes there are major RTCs because of 1 collision due to roadcrew taking ages or the position of the original RTC, it would be helpful to be able to give the car a quick repair, even if it can only be used when there are no roadcrew.
 
tbf you could just go buy some wrenches from the gas station, they're hella cheap and you only need a few of them
 
Wrenches are available at stores, this will massively decrease jobs for road crew workers. I understand some road crew can take a while but for the people who take it seriously and speed run it’ll will lose a lot of work.
 
Police officers shouldn’t have any obligation to repair a vehicle imho, giving them wrenches they could just buy if they want to be useful in this regard is already a sufficient enough system.
