Suggestion Topic: New Rule
Suggestion Description: Facilitating Good-Faith, and Last Resort policies in Hostage situations.

Good-Faith: Will this excessively affect another side in a negative way that ruins the roleplay experience? The intention is to cleanse the situation from devolving into a shootout because either side is merely interested in securing a win over providing an enjoyable roleplay for everyone.

Last-Resort: After the criminal declares a hostage taker, have all other avenues of rescue or escape been exercised before the decision to shoot? The intention is to make people think before shooting rather than looking for shootouts.



The suggestion focuses on both theory and practicality.

In theory, if a hostage taker claims a hostage situation, then there can be many answers before having to resort to shooting in bad-faith. It is questionable at what point do we say it is fair to shoot, or that it is last resort?

I believe the answer to be that each side has to follow these aforementioned doctrines to dial it back and allow for a healthier approach to hostage roleplay.

This will require a practical aspect that mechanically forbids horse-play.

For example, When a cop approaches a criminal, they may be considering the possibility of a accomplice ready to peak from the interior any second for a free kill to ignite the battle.

Conversely, A criminal may think once free-passage is granted, the cops will just shoot out the vehicle anyway.

The cop no longer would feel the need to worry that around the corner, a Scar-L awaits to get a quick head-shot.

The criminal no longer needs to feel that free-passage is pointless, and or that even in the case they are alone, that cops would abruptly kill them.

Both do not deserve to leave seeing that their intention to roleplay was or is trampled over.

One application I envisioned in regards to the risk-factor of Last-Resort was obligating that, post-declaration, both sides or even just the criminals to constantly have their guns on passive as a sign of honor. That would in-turn require the cops to show back their own honor of not shooting first at the car during free-passage.

Why should this be added?:
- Provides guidelines, not strict rules.
- Allows people to rationally  
- Promotes approaching sensitive roleplay situations with more care for the other sides and their experience to not excessively affect them in a negative way or trample over genuine good faith roleplay.
- Players who enjoy pursuits will benefit heavily as this formats a feasible way that criminals can actually approach crime through an approach that facilitates far more realistic chances of more serious crime reaching a pursuit rather than an all-out massacre more times than not.

What negatives could this have?:
- Not for everyone.
- Shootouts are more enjoyable to some, and they enjoy the game by seeking an opportunity to win over the other side.
- Depends on the good-faith of not only cops and criminals, but also the hostage. Navigating the solution to the countless things that can go wrong will prove to be a challenge, but I see that to be something that is completely possible with more thought given to this idea.
