Suggestion Title: SCAMBans name randomiser
Suggestion Description: Add the ability for staff members to remotely change a players in character name without them being on the server.

Several people have come online during non-staffed hours, picked a racist or invalid RP name, and left the server. Furthermore, players have been banned for disconnecting upon having their force rename menu pop up, meaning they are stuck with the invalid name.

Why should this be added?:
- Makes sense
- Allows us to deal with invalid / offensive names alongside issuing the user a punishment.

What negatives could this have?:
- none

We have instead given the ability to helpers which means there is a larger staff presence to tackle this issue
