I guess it’s not clear to me what this means in terms of 2.5 and 3.4

This pic implies that with a sum any bigger than 7k from a crime, shooting police is allowed but from what I know about the rules that’s not quite the case.



Chop Shop on Hard makes $34,000, yet if I’m not mistaken, it’s forbidden to kill cops for that.

you can't shoot cops for crimes that land you less than 7 years in jail. It's pretty simple, the implication is only chop shop pays too much for a non violent crime
