Main Idea: Add muting as a punishment to the shoutbox
Full description of the idea: When an administrator believes that a user doesn't need to be punished harshly but doesn't need to be disconnected from the community, they can mute them in the shout box, allowing them to see messages but not to send any out until they are unmuted by a staff member.
Why should it be added?: Having people completely banned from the shoutbox makes them extremely disconnected from the community but sometimes that sort of punishment is not needed - sometimes a mute would be suffice as they've shown they can't be trusted to post in the shoutbox with moderation but they're not really being bad enough to justify a full ban (yes this will be up to administrative discretion). Thanks to @AyJay for suggesting that we shouldn't replace a shoutbox ban completely with a mute because sometimes people just deserve that sort of punishment with their shoutbox content.

Pros:
- Less strict staff members, who don't want to ban people, have an alternative (me).
- More communal feeling for the whole community, even for those who are punished.
- May not be possible (pretty sure it is)
- Could let people who don't deserve to see shoutbox see the messages.
Other additions:
- Temporary shoutbox bans that auto-expire
