Suggestion Title: Steering A/D with an empty gas tank / turned off engine
Suggestion Description: Basically, sometimes when u drive - u dont look at ur fuel, and u run out on the highway, 90% of it, is the cars being left in the middle of a highway - why not make it possible to steer with a turned off engine? People would prob get off to the side of a road/highway so that noone crashes into them, and noone tiers the cars

Why should this be added?:
- Unfunny system, where u cant steer while u have ur engine off.
- Unrealistic (ik its not all about realistic shit, but cmon - we all know that is a weird thing)

What negatives could this have?:
- Honestly none, i dont see any negatives

What problem would this suggestion solve?: - People not leaving empty tank cars on major roads
- Less situations where ppl are speeding on a highway, and just see a mini cooper or something left in the middle of a road, tiering theyre car

Perhaps this could be improved upon by suggesting that a vehicle with the following conditions met may be pushed with Fists + RMB (or something):
-Out of fuel
-Hand brake not engaged
