Suggestion Title: Stolen Vehicle Insurance
Suggestion Description: When a vehicle is stolen, if it is then tiered before the owner can recover it, then the tier fix fee is dramatically reduced to $2500 or something similar. The idea being, you have insurance on your vehicle that covers theft, and that's it. If you recover it and then wreck it yourself, you still pay full price.

Why should this be added?:
- Less work for staff members to repair stolen vehicles, whilst keeping minor fees to encourage people to dissuade car theft with security upgrades.

What negatives could this have?:
- Potential abuse (stealing and tiering a friend's car that's already tiered to get insurance to cover the tier fix)
- People stealing and wrecking cars and not being reported because people don't care cause insurance go brrrr

What problem would this suggestion solve?: Staff members having to repair stolen tiered cars all the time
 
funny question. what about law wise, is it illegal to drive without insured vehicle?
It's only for theft related crashes. It's not a regular car insurance. So I don't see why it should be required by law since it only protects the owner not another party.
 
I already see the car alarm as a stolen vehicle insurance plan. Why should insurance be added when this item prevents 100% of thefts?

Yes, but because people refuse to buy them, they keep making complaints and getting their cars fixed through it. Because investigating whether the person was breaking rules or not is essentially almost impossible in most cases, the staff team ends up repairing it.

Because the staff team is already acting as stolen vehicle insurance whenever someone steals and wrecks a car anyway, so why not automate it to save the headache?
 
If that was to be added maybe paying for insurance? And then this will be a big update as you if you are not paying for it you can get pulled over for it. Or Whould you not have to pay for it and just be a normal thing that everyone has?

They can also deny it and the person is guaranteed to use alarms in future, thats what happened to those who use it

That's a surefire way to make sure hardly anyone gets punished for stealing cars and deliberately wrecking them.
 
W idea I love this ! +1

I think the positives for both staff and users would far outweigh any negatives

things such as
- a reduction is reports made and action requests having to be handled freeing up more staff time
- saving more of the players time, they can claim there insurance and the problem is resolved
- also adds to the aspect of realism and RP on the server

negatives could include

- rule violations could go unnoticed
