SWAT and Ltn.

Ive noticed that you have to become a police officer before you become a lieutenant or SWAT.
What i was thinking is that when you talk to the NPC they should have an option to become:
SWAT
POLICE
P. LTN
or leave

This would be useful because sometimes the ltn or swat is empty but the police slots are full.
