Type of bug: lua
Description of the bug: You can test drive a car from anywhere on the map as long as you talk to the NPC and somehow walk away or teleport. At this point it's speculation but if you've been detained by police or in someone else's car and taken to the police station or elsewhere, you can theoretically teleport away and test drive a mini or something to get away. I couldn't find a partner to test this with unfortunately so this bug report is incomplete.
Edit: After a few extra testing sessions, you cannot test drive in cuffs. You can still test drive from across the map.
How to reproduce the bug: Talk to a car dealer NPC > Walk away or teleport > Open the buy menu > Test drive
