What have you done to properly coordinate an incident and to make officers more competent? Because if the answer to those two questions are "nothing" then you're a contributor to the problem you're describing.

Bud, I try as much as a senior officer to tell the "new" officers what to do or even ask what we should do and maybe correct them or lead them to the correct answer during incidents.
