Main Idea: add the v2 office

Full description of the idea: add the v2 office at the city to replace a dummy building or something

Why should it be added?: v2 office is a pretty cool building plus adding more unique buildings is something Paralake needs as it's something it lacks on comparison to evo.

Pros: more properties
More unique properties
Could be fun to see both offices being owned and doing stuff

Cons: maybe it won't be used at all!

I suggested to @Collier that he put it on the blank space on the beach, and he said it fits fine but the monorail track needed to be moved. This could be the case for V5.
