Better CPU is what you need,
I have an intel i5-6600 paired with a GTX 970 and I get a good 60fps around the city for the most part. I also have 16GB of ram as well, as I find gmod uses a fair amount of RAM, 8 will probably do you but 16 is very good

just stop playing like I did, you get loads of FPS whilst communicating with real people

What's your ram count. Other than hat upgrade your CPU I reccomend the I5 series i7 is overkill.
