Suggestion Title: Allow roadworkers to do use panic
Suggestion Description: Allow roadworkers to do use panic in case of emergency just like other goverment workers

Why should this be added?:
- Roadworker is a goverment employee they should get the ability in case of emergency to use panic

What negatives could this have?:
- developer time

What problem would this suggestion solve?: Allowing roadworkers in case of danger active panic

I can’t really see how this makes sense. You wouldn’t have regular tow truck drivers with a panic button connected directly to the government radio, you’d just have 911 calls.
Plus, with how easy it is to become a RC, a potential negative would be misuse of the panic button and with the PD policy of armed response to a panic button, there’d be so much more time wasted for police response to mis-use and then supervisors having to deal with situations involving new players not understanding the panic button.

I don't think it would be realistic for road crew to get a panic button; in real life they'd have to contact the police if there were a crime to report regardless of being a government employee.

Roadcrew workers are not government employees. They are city workers, like courier and taxi.

Therefore they don't get access to any of the government resources (gov chat, panic, radio etc).

It doesn't really make sense IMO for roadcrew to get access to panic, as they wouldn't have it IRL, and I cant really see any use cases for this as roadcrew drivers should not be responding to situations that require panicking.
