you kill cops for xp creating an incentive to go hunt for more and cop bait without breaking rules some way somehow, for some it doesn’t matter either way but others may take this into consideration
Personally, I think hamburgers and cheeseburgers work well with fries.

I don't really think this is a solution, people who are friends will play together regardless of whether or not they're in an org together so all this does is makes it harder for friends to play together by removing complete group access to things like org chat and ts. The only real punishment that you currently get for having too many people in an org is reduced yield, which I think is already quite harshly set as it is but people still don't particularly care about it regardless. Making it harsher will just cause people who like to play in big groups of friends top make their gameplay more raid / shootout centric rather than sometimes basing and growing.
Balancing the xp from doing certain things also seems like a non-solution as there are things that grant a large amount of xp, such as stealing rival cars and driving around in them, which I don't see being done often. The way the gameplay currently is is also exactly the same as it was when the best way to get org xp was to craft. This is just the way perp is and pretty much has been for a very long while.
It just kind of seems like there is a permanent "problem" with the fact that a lot of people enjoy shootouts that is constantly talked about but a new reason is given for it every couple months to cope with the fact that there is not particularly a real solution to it.

The punishment for having too many people in org is actually fine. You lose hella drug yield (I've witnessed how bad it can get) and it takes way more XP to level up.
Balanced.
As for leaderboards if you want to make it to the top it is extremely easy with a few XP grinding methods that only cost a few $100k that anyone can become top 10 or even top 3, not really a problem.

Unironically this whole point with the org leaderboard debate is that @exrobite wants it more restricted, where sure RP between normal people takes a hit, However im going to again say that you are never going to control how people play no matter how much you complain on the forums saying “tHiS Is BaD”, my point in this case is there is plenty of people that want to do the same thing over and over and be in a org that mainly does this e.g tax collectors - N.A.S.A - MIP, if they want to raid every 2 hours base and bank raid and if they like watching virtual xp go up, let them, it really does not affect you exrobite as you avoid most crim mains like they have a plague. You are mainly around PD, complaining on the forums, minging, or doing reports i dont really see you raiding robbing the bank, doing PD raids, basing and watching that little bar go up by +20xp just to get -40 xp for tk a mate for a laugh
TLDR - you complain too much for something you don't really get affected by, if people want to watch a bar go up let them your not god or nothing people have free will and will do it if they want
