Why should this change/addition be made:
This should be made for multiple reasons, as for seen in the united states in fact citizens have the rights to arrest others in multiple cases of any felony, but in fact here its only in the cases of an immediate danger to the public.
What is the aim of this change/addition:
Let citizens be allowed to do something when their and the life's of others is in possible immediate danger and the act doesn't in fact endanger themselves.
Additional Information:
This is not the thing that "Citizens can arrest officers" or too similar to real life, but rather another option than shooting someone.

6.12 Civil Arrest
A private citizen may arrest another in the case of which the arrested is an immediate danger to the public and contact with LEO's is no longer applicable, any private citizen arresting another citizen must contact Law Enforcement as soon as possible and bring the arrested into the PD where an officer will make a decision.
