Suggestion Title: Ban Bazaar Growing
Suggestion Description: Make it either be against rules or let cops be able to search the shops without consent.

Why should this be added?:
- Make more people base outside of Bazaar.
- Realism, you wouldn't really have narcotics in the back of a shop.
- Also stop the shootouts that happen very frequently at bazaar causing multiple people to die, its cancer and not fun being killed in a shopping area.
What negatives could this have?:
- None that I can think of but I am willing to add negatives if someone brings up a good point
