Reason: I was in pursuit of him in a car with popped tyres and instead of stopping he told me he would repair his tyres first and then pull over. He then went to the garage in the business area, got his car repaired instantly and run away.
Yes, I should have pulled him over anyway and I wasn't assertive enough, but in my eyes he had broken 2.1.
