Becoming SWAT or Chief when Police is full

This has been a problem (I believe) for a long time and some changes need to be made.
When Police slots are full (non donators) the Donators cannot become SWAT or Chief without asking someone to demote themselves so they can rank up to it.
Ive seen lots of people (including myself) do this and its very annoying.

I wanted to cast a community vote because I have lots of people that would agree with me.

This should be added, although I understand the whole "promotion" thing, people don't pay attention to it annyway. They are just like, "hey there is a SWAT slot available, I'm gonna be SWAT".

This is because they want to replicate somekind of promotion system in which you first have to be officer and than SWAT or luitenant. So when you go SWAT or Luitenant you essentially "got promoted".

I see now. But although it adds realism, Its very annoying. Maybe reconsider Xquality.
