Commands which interact with the Police Computer

Description of the idea: I believe we should change the 911 display similar to how paramedics and firefighters can see the first line or so, and add some commands in the chat.

• /attach latest (would attach you to the latest call)
• /attach #173 (would attach you to the incident with that reference number)
• /attachall #173 (if you're a supervisor, attach anyone who isn't busy or dealing with something else)
• /status busy (does what it says on the tin)
• /detach (would detach you from the call)
• /create trafficstop (create a call at your current location and attach you to it)
• /getplate (copies license plate to your clipboard using ANPR)
• /search person John Doe (enter a person and if valid will bring up their criminal record, or return no trace)
• /search vehicle JUSTICE (enter a vehicle index and if valid brings up their record, or return no trace)
• There are plenty more that we can think of if this is accepted.

Why should this be added? (pros):

• The incidents system is more likely to be used as you can bind a certain key to /attach latest so you don't have to press F3 and assign yourself.
• The F3 menu lags very briefly when you open it, this gets annoying as fuck if you play police a lot, this would be a temporary fix to this.
• The person search menu is annoying to work with as you have to click on the text fields which is slow and annoying, this would be better.

What negatives could this have? (cons): [list of all bad aspects]

The lag is from loading the recent crimes. We can change that to be more dynamic to make the lagging less of an issue. The rest of your suggestions should be changed via and improved UX design.
