Could i please get a clarification regarding spotlight placement on top of props?

Lets say i have a spotlight in the middle of my 3 concrete barricades. It sometimes gets moved to the side of my concrete barricade by the a staff member. Even though sometimes i ask for a base check and the staff member doesn't move the spotlight while some staff members move the spotlight to a different location on the concrete barricade.
I made a report asking about this and this is the response i got and im still not 100% sure what to think.

So could i please get a clarification regarding what is allowed?

No more than three spotlights may be focused on one particular area. They must be placed in a realistic manner. No floating shit, nothing cancer looking.

You may only concentrate 3 spotlights on one spot.
That's what the rule says.

That said, you can only concentrate the light from 3 spotlights on spot A
And you can place 3 more on spot B
Just make sure when you place spotlights and when they overlap in an X formation, that they do not concentrate on the same spot whatsoever.

I understand that part, but i don´t understand the fact that some staff members allow this and some staff members don´t allow this.
