Founder of org has quit for ages and no longer plays?

Is there any chance we could get the org founder changed as he has quit alltogether and hasnt been on in a long time? T.C.M

There is no way of changing org members to founder. The org however will stay as the founder for the time being till he comes on then does what he needs to do with the org.

He has to come online and transfer the org at city hall

To answer your question: no, the org founder can't be changed, unless the owner leaves.
He must've given someone else perms to invite/kick people and access org bank and storage and etc, it's usually what people do, but if he didn't than sadly you can't do much about it.
