Is the mayor supposed to be saying this? And if so.. can this be enforced? I would be pretty pissed if i was arrested for living outside Regals for being Asian..

Yeah, that's against the rules, I'm pretty sure. However, the cops may arrest the mayor if they feel as if he broke the laws and misconducted himself. Its dealt with IC most of the time, however, if the mayor creates laws that are too ridiculois he can be punished by an administrator as Mayors may not create their own laws (correct me if I'm wrong pls).
